"On February 20, 2020, at approximately 1245 hours while verifying stunning effectiveness and
consciousness on the rail, the FSIS Consumer Safety Inspector (CSI) observed a market hog that had been
electrically stunned, stuck to initiate exsanguination, and was laying in lateral recumbency in the blood pit.
The CSI observed the animal start to blink naturally, transition from gasping to rhythmic breathing, and the
tongue began moving rapidly within the mouth. The CSI alerted an employee of these observations. The
employee observed the animal and concluded it was not conscious at that time. As the CSI and the employee
remained in the immediate area, the animal was observed to right itself, repositioning itself from lateral
